Presenting a summary report of the activities of the House from the quarter commencing on the 1st day of January, 2016 and ending on the 31st day of March 2016, the Majority Leader, Hon. Femi Gbajabiamila stated that the House only passed the FCT Statutory Appropriation Amendment Bill, 2016 and the Appropriation Bill 2016
The House Leader further stated that between December 15, 2015 and February 25, 2016 about 35 Bills referred to various committees were not attended to for more than 60 days since the dates of referrals.
Gbajabiamila, also stated that in the period under review, a total of 133 bills were introduced for the first time, 34 out of the 133 scaled through second reading, while 2 were killed and 2 passed. Excerpts from the report:
BEING A REPORT ON LEGISLATIVE ACTIVITIES OF THE HOUSE OF REPRESENTATIVES IN THE 8TH ASSEMBLY (JAN - MARCH 2016) PRESENTED BY FEMI GBAJABIAMILA, LEADER OF THE HOUSE OF REPRESENTATIVES, NATIONAL ASSEMBLY, ABUJA ON THE 26TH DAY OF MAY, 2016
Ladies and gentlemen I welcome you to the second edition of the quarterly parliamentary briefing on activities of the House of Representatives in the 8th National Assembly. You would recall that the maiden edition of this quarterly briefing was held on the 30th day of December, 2015 in Lagos. On that occasion, I addressed you in respect of the activities of the House of Representatives in the 8th Assembly up to December 31st, 2015 marking the end of the year where accounts of our lawmaking, oversight activities and over-all constituency representation were highlighted. Also on that occasion, we appreciated Nigerians expectations having voted for change in the last general elections and the resolve of the House of Representatives to collaborate with the President to deliver the much needed positive change to Nigerians, particularly on the issues of insecurity, unemployment, corruption amongst others. it is our intention to make this quarterly briefing a continious event to abreast the general public of the activities of the House in achieving our objectives of delivering the dividends of democracy to every Nigerian.
It therefore gives me great pleasure to once again present to Nigerians a summary report of the activities of the House of Representatives from the quarter commencing on the 1st day of January, 2016 and ending on the 31st day of March 2016. The determination of the leadership of the House of Representatives in the 8th Assembly under Rt. Hon. Yakubu Dogara to be accountable remains strong.
Since the 8th Assembly was inaugurated on June 9, 2015 we have submitted ourselves to the will of the people and rule of law. Although the country is going through socio-economic challenges which portends treat to our progress as a nation, as a House we are collaborating with two other co-equal arms of government to arrest the drift. We are collaborating in fighting corruption, insecurity, strengthening of institutions, international parliamentary collaboration, provision of legislative framework for welfare and rehabilitation of Internally Displaced Persons and provision of checks and balances.
The Bills and Motions sponsored so far are clear demonstrations of the House’s resolve to make laws and embark on legislative activities for the good governance of Nigeria.
In the first quarter of 2016, a total of 133 bills were introduced for the first time, 34 out of the 133 scaled through second reading, 20 out of the 133 bills were consolidated, 2 out of the 133 Bills were negatived which in our local parlance means “killed”, meaning that within the first quarter of 2016 only two Bills and 117 Resolutions arisen from Motions presented by Members of the House were passed in the first 90 days of 2016 after successfully scaling through all the stages of legislation. The Bills passed are the FCT Statutory Appropriation Amendment Bill, 2016 and the Appropriation Bill 2016 which are meant to stimulate the economy and improve lives of our constituents.
However, let me quickly pre-empt the negative public reaction to the passage of just two executive Bills in the last 90 days. You will agree with me that the Appropriation Bill 2016 was deliberated upon during this period, and you will also agree with me that it is the first time in the history of our democracy that the Appropriation Bill was subjected to extensive public scrutiny with contributions by all committees of the House and Nigerians in general. The minus in that Bill was due to the Transparency of the present Administration led by the President and his resolve that it must not be business as usual. Therefore our time and energy were directed at the Appropriation Bill so as to give to every Nigerian a true Budget of change for economic development.
It is also pertinent to inform you that the leadership of the House has taken a proactive step to even address the issues of delays in the consideration and passage of Bills. Nigerians would recall that a similar report was released on the 30th of December, 2015 where a total of 327 Bills were introduced for the first time and some of these bills are still undergoing further legislative inputs for whatever reasons. However, upon knowledge that many Bills are lying idle in the committees and awaiting public hearing, the Leadership of the House through our Rules and Business Committee invoked Order 17, Rule 109 (1)(g) of the Standing Orders of the House which stipulates that, “any matter referred to any committee shall be treated within 30days otherwise the Committee shall stand discharged after 60 days and the matter committed to the Committee of the Whole for consideration”.
The House at plenary on Tuesday, May 3, 2016 effected this Order having realized that between December 15, 2015 and February 25, 2016 about 35 Bills referred to various committees have been pending in those committees for more than 60 days since the dates of referrals; again this is another wise innovative intervention of the House.
We are also not unmindful of some challenges our Committees face in the cause of duty but we would in the interest of our people surmount them. Again we promise that the 8th House will not derail as we are resolute in our renewed commitment to legislative excellence. We know expectations are high but Nigerians can be assured that the House would frown at wastage of parliamentary time and tax payers’ resources.
In the light of the above, the Bills and Motions presented in the first quarter of this year addressed issues of governance, justice, insecurity, unemployment, economic and political reforms, etc.

Terror Attack Leading to Loss of over 145 Lives and Destruction of Properties in Agatu Local Government Area of Benue State 25/02/2016 (i) Condemn the attacks
(ii) Urge the Federal Government to urgently send a detachment of soldiers to the affected communities in Agatu to arrest any further attacks and the soldiers should remain there until peace and tranquility returns to the affected communities;

Need to Provide Foreign Exchange at Official Rate for those Studying Abroad. 03/03/2016 (i) Urge the Central Bank of Nigeria (CBN) to create a desk office that shall collate a comprehensive data bank of all Nigerian students studying abroad in order that the required foreign currency should be released to their parents, especially those on self-sponsorship, to cater for their tuition, accommodation fees and personal upkeep allowances on monthly basis;
(ii) Also urge the CBN to designate certain Banks for the purpose of payment of school fees and mandate them to ensure prompt release of such funds as and when due;
(iii) Further urge the CBN to publish a list of certified students with details of their bio and academic data to avoid abuse by the designated Banks;

ENVIRONMENT
Massive Oil Spill at the Forcados Export Pipeline and the Threat to Communities and the Ecosystem in the Coastline of Delta and Bayelsa States. 25/02/2016 (i) Declare a state of environmental emergency in Delta and Bayelsa States to underscore the gravity of the latest spill, and to enable an immediate and coordinated rescue and remedial measures be taken to stop the spill and clean up the environment;
(ii) Mandate relevant Committees of the House to undertake urgent visits to the locations of the spill in the two States with a view to having an independent assessment of the gravity and urgency of the situation and make recommendations that would be effective to mitigate any future occurrence;
(iii) Investigate the roles played by the national Oil Spill Detection and Remediation Agency (NOSDRA) and the SPDC in their individual and joint efforts in response to the emergency occasioned by the spill, and to also ascertain the veracity or otherwise of claims that the pipeline was sabotaged as misinformation subterfuge to shield the SPDC from accepting its responsibility of negligence; and
(iv) Call on the National Emergency Management Agency (NEMA) to step into the issue through the provision of relief materials to the displaced natives, and provide other reliefs as may be considered expedient. (HR. 61/2016)
