* Ukura 
An Abuja based civil society group, the Change Agents for Positive 
Transformation’ (CAPT) in collaboration with the coalition of Management and Staff of the  Office of the Auditor-General of the Federation (OAuGF) has threatened indefinite sit-out at the audit House, should the  National Assembly turn a deaf ear to its agitation requesting an urgent investigation into the 
activities of the incumbent Auditor General for the Federation, Mr. Samuel Ukura, whom the  association accused of monumental fraud in his six years tenure at the Nigerian Audit House.

At a peaceful rally  at the National Assembly, to intimate the lawmakers 
of its plan to shut down the office of the Auditor General for the Federation,  the spokesperson  of the association, Mr. Shola Akingboye while addressing journalists at the rally, highlighted  reasons the association took to the street promising a bigger protest to shut down the office of  the incumbent Auditor General for the Federation, Mr. Samuel Ukura on allegations of 
monumental fraud, insubordination to the civil service rule and the manipulation of the Audit  Bill pending at the floor of the 8th National Assembly. 

Akingboye also expressed the group’s disappointment in all anti‐corruption agencies in the land,  having failed in their duty to conduct meaningful investigations into various petitions against  Mr. Samuel Ukura.

 “In pursuant to our mandate to support the present administration in its drive for  positive change, it is disheartening that the office of the Auditor General for the Federation,  AGF, is expected to be an epitome of Transparency and Accountability, but the reported monumental fraud and massive looting of public fund against the person of Mr. Ukura,  which has been published in some newspapers are yet to be investigated or either swept aside  by anti‐corruption agencies in the land.

“We are here today, with the aim of addressing the shrouded secrecy as regard the content and  obnoxious clauses in the audit bill as projected by the 7th National Assembly, and now at the  mercy of the 8th NASS for a review.

“Reports obtained indicates that the audit bill as proposed to NASS was done in a hurry and  bereft of provisions establishing the government parastatal, neither was any public hearing  to  that effect; rather, the process was manipulated by the sitting Auditor General for the  Federation, Mr.  Ukura to satisfy certain interest. Not few among top management staff  at the Aaudit House affirmed they were not carried along.

“Our investigations also had it that Mr.  Ukura expended over N 1.5 billion on the said  Audit Bill since 2011, according to document obtained.” He added.

On corruptions and diversion of public fund, the group which projected itself as a whistle-blower maintained that the AGF must submit himself for investigation over his stewardship  at the office he occupied since March 2010 till date while contending that  should step  aside having completed his tenure since March 5th, 2016.

“Moreover, where all anti‐corruption agencies failed in their duty despite huge budgetary  allocation to execute investigations such as the case of Mr Ukura, including petition  written to the office of the Secretary to the Federation to probe him, nothing has been done  and where the 7th NASS also failed to act, CAPT as a civilized entity, exercising its human right is  left with no option rather than to embark on this investigation as empowered by the Freedom 
of Information Law (FoI), coupled with directive from the Federal Ministry of Information that  ‘when you see something, you say something’.”
“We therefore made bold to challenge the 8th National Assembly as peoples representative to  exercise its oversight function where anti‐corruption agencies have failed us.
