Gov. Nasiru El-Rufai has inaugurated the Kaduna State Treasury Single Account (TSA) Operations Manual.

 This is contained in a statement issued by Samuel Aruwan, Special Assistant on Media and Publicity to El-Rufai, made available to journalists Thursday in Kaduna.

 The statement said that the manual was presented at the International Monetary Fund’s (IMF) West Africa workshop on TSA implementation in Lagos.

 It said that the manual contained records of the experience of Kaduna State in implementing the Treasury Single Account, which it commenced last year.

 ``El-Rufai, expressed gratitude to the IMF team for considering the implementation of TSA in Kaduna State a model.

 ``He acknowledged the efforts of the Kaduna State team and the support of partners like the IMF in the TSA effort.

 ``The governor said that Kaduna State is delighted to share information on how the state executed the TSA within six weeks last year,`` the statement said.

 El-Rufai was quoted in the statement as saying that the TSA is a policy tool that helps reduce waste and leakages.

 The News Agency of Nigeria (NAN) recalls that the state had in September 2015 adopted the policy and directed its bankers to close all government accounts and remit the balances to the state’s TSA domiciled at the Central Bank.

 At the end of the exercise, 470 accounts run by MDAs containing N24.5bn were closed down and the funds remitted to the state’s TSA.

 The Treasury Single Account is a revenue management framework which consolidates government accounts into one major account.

 It enhances the liquidity position of the government and makes it easier to trace and audit accounts.

 The statement explained that the manual contained the processes laid for successful execution of TSA in the state, challenges and institutional steps taken to leverage on the benefits.

 ``The manual highlights the collaborations with multilateral partners and the technical assistance that Kaduna State received to actualise the policy.

 ``The TSA Manual also records what impeded the FG’s own TSA effort that was initiated in 2012, and what lessons Kaduna State picked from that.''
