The question was put to the Senate thrice and thrice they rejected the bill seeking 1% special allocation to Lagos State from the Federation Account.
The bill sponsored by Senator Oluremi Tinubu, Lagos sought the allocation in recognition of the fact that Lagos State having served as former
Federal capital deserves additional grant to maintain its infrastructure and other developmental needs.

 In the course of the debate for the bill, the lawmakers resorted to making cases for their cities, Gershom Henry Bassey, Cross River for instance argued that Calabar equally deserves Federal allocation having also served as the capital of Nigeria.

 While Philip Aduda, FCT presented a shopping list for the Federal Capital Territory, FCT, Abuja.

 In his presentation, the Majority Whip, Sen. Olushola Adeyeye, Osun threw the chamber into uproar when he remarked that Abuja is 'pampered baby'.

 Other lawmakers led by Sen. Aduda demanded he withdraw the statement. This generated into rowdiness, even when Sen. Ike Enweremadu who was presideing
asked him to withdraw the statement,  which he did. He howeveer maintained that what is required is fiscal federalism and not any special allocation to any zone. He argued that FCT virtually pay the least taxes in the country but enjoys more funding. 

 Finally, the question was put to the house to  the bill for second reading, but it was rejected. Unconventionally, Ekweremadu pt the question thrice, but the nays held the floor.
