The meeting between Independent National Electoral Commission, INEC led by Prof. Mahmood Yakubu and the National Chairmen of 91 Political Parties snowballed into crisis over several issues including the production of the Electoral Guideline without the consultation and notification of the chairmen of Political Parties who argues that the guideline was smuggled into the meeting with obnoxious clauses and strange inclusions that may lead to massive rigging of the 2019 election.
Trouble started when Ikenga Imo Ugochinyere the national chairman of the APP Action Peoples party and the spokesperson of IPAC and Opposition CUPP, in his contribution opposed the release of the guideline without the input of the chairmen and tampering with certain clauses.Ugochinyere objected to changes to the 2015 accreditation method which allowed accreditation separately, and voting separately and the rejection of the new clause which provides for simultaneous accreditation and voting which the parties said will give room for a scanty polling unit that will aid rigging instead of the separate accreditation and voting which will keep the people behind as shield to resist rigging.
The political parties also insisted that the commission must provide a form to record and announce accreditation and issue it out to the political parties before voting starts, to deter tampering with the results since accreditation has been known.
Also the political parties demanded for the total number of PVC collected before the election and the removal of former corps member and federal civil servants from the list of INEC adhoc staff.
On issue of adhoc staff the commision disowned the recruitment advert saying that INEC have not agreed on the criteria for recruitment. The commission agreed to stop PVC collection one week to election and give out the numbers collected at the state level to the stakeholders.
However, the INEC Chairmsn refused to shift ground on the issue of the tampering with the 2015 accreditation method and the introduction of simultaneous accreditation and voting for the 2019 election leading to the commotion that engulfed the meeting with shouts and fracas.
Some of the chairmen of political parties accused the INEC chairman of insincerity and planning to aid the riging of the election, and maintained that they not endorse the guideline until it is corrected and all the credible election threatening clauses removed
The meeting thus hit a stalemate as the INEC chairman refused to shift ground on the issue of the accreditation and voting process with tension rising and some chairmen threatening to stage a walk out.
The chairmen also raised issues concerning the breach of federal character principle in appointment of key members for sensitive committees for the election.
According to them the Logistics head is from north and collation committee chaired by Amina Zakari is from North plus the INEC chair and Police IGP all from the North.
The transport committee has an almost 100 percent northern membership because the heads of the security agencies which have membership are from the North . Note also the head of the para military agencies that are members of the is Dambazzau the Interior Minister who is also the Head of APC Presidential campaign security committee.
They noted that no member or representative of the Political Parties platform/IPAC were represented in these committees.
